Pamplona City Council is committed to making its websites accessible, in accordance with Royal Decree 1112/2018 of 7 September on the accessibility of the websites and mobile applications of public sector bodies, which transposes Directive (EU) 2016/2102 of the European Parliament and of the Council.

This accessibility statement applies to the institutional website www.pamplona.es.

Compliance status

This website is partially compliant with Royal Decree 1112/2018 of 7 September due to the lack of conformity of the aspects indicated below.

Non-accessible content

The content listed below is not accessible for the reason indicated:

  • Lack of conformity with Royal Decree 1112/2018 of 7 September:
    • The Plenary Session Minutes from 1994 up to the present day have been published in html generated by Microsoft Word 2000. Not all the content of all the documents is accessible because they are in the original format of the agreement. In general, the html documents which reflect original documents generated by Microsoft Word 2000 are not accessible
    • The Query application in the Municipal Archive is not accessible
    • Online map and mapping services
    • The press releases available in Word
  • Disproportionate burden: Given the volume and the various sources of the PDF files published on the Municipal Website, there may be files that do not satisfy all the accessibility guidelines

Technical aids

In the header there are 6 links to the 6 main sections so users can access them directly. These links have associated keyboard accelerators so users can change from one section to another quickly and comfortably. There are also links to the site map, to change language and to the search engine. The Municipal coat of arms located top left is a link to the home page.

The 6 main sections are:

  • The Council: which contains the institutional and internal organisation sections
  • The City: which contains information on Pamplona as a whole
  • Tourism: with specific information for visitors from outside Pamplona
  • Current affairs: which contains news and events related to the city
  • Transparency: a section dedicated to promoting municipal transparency
  • Electronic headquarters: online operations, download forms, queries concerning formalities, etc.

The search engine text box permits free text searches through the pages of the site, but does not search the Plenary Session Minute html documents. The advanced search link allows you to access the search engine menu with which to search by topics and text within each topic.

Beneath the links to the main sections is the navigation bar, which indicates the path from the home page to the page the user is visiting. This route does not necessarily coincide with that followed by the user, as there are many ways to reach the same page. The path displayed is the main route on the site map.

In the left-hand column of the inside pages is the menu of options which can be reached from the page and the content of the page itself is on the right.

All the elements indicated, together with shortcuts to the most relevant and most demanded operations and information, appear on the title page.

The news and agenda sections, and, in general, those with more dynamic content, are also published in RSS format so they can be accessed using a feed reader.

How does the language change function work on www.pamplona.es?

Pamplona City Council has a multilingual website (Spanish, Basque and English) and, as far as possible, publishes the content in the 4 languages, using the same information structure.

When the language is changed using the links in the header, the same page or section which the user was viewing opens.

Opening external links

External links open in the same window in which the user is browsing. If you wish to open them in a new window, press the shift key at the same time that you click on the link. The accessibility of the sites accessed using these links is not guaranteed in any way.

Hot keys

To make browsing the site easier, there are a number of hot keys with which to access different links immediately.

To use these keys, press the ALT key at the same time as the key for the section. The letters for the sections are:

  • "1" Section: The council
  • "2" Section: The city
  • "3" Section: Tourism
  • "4" Section: Current affairs
  • "5" Section: Transparency
  • "6" Section: Electronic headquarters
  • "A" takes you to the Accessibility Policy page
  • "R" activates the Recommend tool
